Why is x-ratelimit-limit-month set to 2'500 and not 10'000?

The free API claims to allow 10’000 requests per month, but my x-ratelimit-limit-month is 2’500.
Why is this?

You can do some requests without providing a key. That limit is currently set to 2500. You can request a key if you have not already done so, and pass it along with your requests as documented here: Coinranking API Documentation - Introduction for Developers.
